BOE takes issue with delinquent finance reports

A month after second-quarter campaign finance reports are due, one report is still missing and two others need amending despite coming in weeks late for three school board candidates, according to the county Board of Elections.

Vicki C. Jackson has yet to turn in her report, according to Jerry Johnson, assistant director of the Scotland County Board of Elections.

Darrell "B.J." Gibson, Jr. turned his report in Thursday, one month after the July 12 deadline, while Jennifer O'Donnell's report was filed a week earlier.

Jackson is running for at-large seats to the Scotland County Board of Education while Gibson is running for a Stewartsville. O'Donnell was running for an at-large seat but lost the primary.

Gibson and O'Donnell both claim to have spent no money in the second quarter, which runs from April 18 to June 30 and includes the two-weeks immediately before the May 4 primary.

Johnson said Gibson and O'Donnell have been asked to make amendments by letter.

Gibson and Jackson, both pastors, still need to amend first quarter reports, Johnson said, as each have errors or omissions.

Gibson reported $2,365 in contributions in the first quarter, which includes a loan from himself for $2,000 in cash.

Johnson said loans to campaigns cannot be made in cash.

Also on the report is a $100 contribution from God's Little Angels, a local daycare.

Contributions from businesses are also prohibited, Johnson said.

Gibson said the mistakes on his reports were rookie paperwork errors.

"Because of it being my first time running, there were things I did not know."

He said he is working with the state to correct his filings.

On Jackson's report, it says she took in $420 in donations as a loan to herself, which was also in cash.

There were issues with her expenditure reports, Johnson said.

In her original report, it listed expenses as $532.99, which is $112.99 more than her campaign took in. She amended it to have $10 in expenses, which is just the campaign filing fee.

There is no itemized list of expenses, as is required by state law.

Dell Parker, elections director, said a certified letter sent to Jackson's treasurer Barbara McRae seeking the second-quarter report. The letter was refused according to Parker.

Jackson said the second-quarter report has not yet been dealt because McRae has been in the hospital.

Jackson is expected to meet the Board of Elections officials on Monday.
