James Turner is accused of second-degree rape for having illicit relations with a 14-year old girl on July 27, according to Investigator Earl Haywood. His last known address was in McColl.
The sheriff's office has sent out a statewide bulletin for Turner's capture.
Haywood would not release the name of the victim as she is a juvenile. The Laurinburg Exchange does not print the names of juveniles who are victims.
Two other people have been charged in the incident, Haywood said. Kimberly Dawn Brigman, 38, of Old Wire Road in Laurinburg was charged with indecent liberties with a minor on Tuesday. The victim's mother was also charged with contributing to the delinquency of minor. The investigator declined to release the mother's name as it could identify the victim.
Turner, Brigman, the mother and the victim were all at the mother's residence on the night of July 27, Haywood said. Turner and Brigman were then allowed by the mother to go to with the 14-year old to her room.
The girl has accused the pair of having improper sexual relations with her, according to the investigator.
The mother was the one who initially reported the incident after the juvenile had misgivings about what happened that night, Haywood said. She was charged with contributing to the delinquency of minors for allowing Turner and Brigman to have access to her daughter.
Brigman is currently in Marlboro County jail where she is awaiting trial on charges she was involved in at least 15 burglaries in Scotland, Marlboro and Dillon Counties.
