The Sanford Herald reported Thursday that Andrel Shauntez Douglas, 23, of Happy Lane, Sanford, was arrested Wednesday night by Sanford police. He is charged with two counts of attempted first-degree murder, two counts of assault on a law enforcement officer with a gun, one count of assault with a deadly weapon with intent to kill inflicting serious injury and one count of firing a weapon into an occupied vehicle.
Douglas was also charged with two counts of robbery with a dangerous weapon for two incidents on Dec. 15 in the same mobile home part, the Herald said. Douglas was placed in the Lee County jail under a $1 million bond.
Officer Scott Norton, 33, was shot early Sunday while patrolling Thornwood Village Mobile Home Park in Sanford. He was struck five times – four times in the lower body and once in the upper body. He was wearing a bulletproof vest, which doctors credit with saving his life.
Norton has been released from the the hospital and is recovering at home. He is expected to make a full recovery.
Sanford Police Capt. David Smith said it had been more than three decades since an officer with the department was shot in the line of duty.
Norton got his start in law enforcement with the Scotland County Sheriff's Office. He started as a jailer, then worked as a dispatcher before becoming a patrol deputy. He then left the county to work with Sanford Police Department.
Norton returned shortly after Shep Jones was elected sheriff and stayed for about a year as a K-9 officer before leaving again for Sanford, this time to work in the Selective Enforcement Unit.
Jones said higher pay was the primary reason for the move.
Sanford police arrested 21-year old Breon Montrell Black, of Sanford, and 16-year-old Thomas Harold Mitchell II, of Cameron on Sunday in connection to the shooting.
They were each charged with two counts of attempted first-degree murder, two counts of assault on a law enforcement officer with a firearm, assault with a deadly weapon with intent to kill and inflict serious injury, and discharging a firearm into an occupied vehicle.
Both men are being held in the Lee County jail; Black is under a $960,000 secured bond while while Mitchell is under an $860,000 bond.
Douglas has served time in prison for two charges of assault on a female and carrying a concealed weapon, according to the North Carolina Department of Correction. He was released from prison July 6 and was on probation.
Douglas also has a prior conviction for possession with the intent to sell and deliver a schedule VI controlled substance.
Black is currently on probation for a drug possession charge and has a prior conviction for larceny, according to DOC records.
