Ed Burchins to be sworn in tonight

The Laurinburg City Council will swear in Ed Burchins, the new city manager, at its Tuesday night meeting.

After the ceremony city council will discuss, among other issues, to which boards Burchins will be appointed.

Former City Manager Craig Honeycutt served on the NCEMPA Board of Commissioners, the Lumber River RPO TCC Committee, the Regional Land Use Advisory Commission, the Scotland Economic Development Committee, the Scotland Development Corporation, the Retail Subcommittee, the Laurinburg Downtown Revitalization Committee and the COG Regional Managers Meeting. Honeycutt also attended meetings of the Scotland County Civic Center and the Laurinburg-Maxton Airport Commission.

A contentious issue is set to come before council – a proposed change to the Unified Development Ordinance that would allow indoor kennels by conditional use will be discussed for a third time.

Council approved the ordinance in May with a narrow 3-2 vote. Councilman Tommy Parker was not present so Mayor Matthew Block cast the tie-breaking vote.

The issue reemerged in June after Charles Hicks, assistant city attorney, brought it to council's attention that a change to the Unified Development Ordinance required passage by a two-thirds majority on its first reading by North Carolina state law.

Councilman Herbert Rainer took exception to the need to vote a second time for something that had already been decided. Council voted unanimously to table the measure to the July meeting.

A simple majority can pass the ordinance on its second reading.

Other issues that will be discussed at the meeting are:

• Reviewing travel and travel expenses of council members in a city capacity. There are currently no funds in the line item for council travel; however, $2,500 in contingency is available for council travel. The discussion will include the city's participation in the N.C. Black Caucus Conference, the ElectriCities conference, the Municipal Clerk Conference and the North Carolina League of Municipalities Conference.

• Donating 20 utility poles to Scotland County Parks and Recreation.

• Making a procedural vote on a Community Development Block Grant.

• Holding a public hearing on rezoning a property at 901 Alexander Avenue.

The meeting will start at 7 p.m. in the city council chambers, overtop the city's municipal building.
