Carter said he decided to withdraw after learning that Kenton Spencer had also filed to challenge incumbent Rembert DeBerry. Spencer and Carter each filed on Thursday for the city council position.
"I filed... because I strongly believe that there can be a bright future locally, even as we emerge from dismal economic times," Carter said. "I also believe that fresh new leadership is required to facilitate such positive progress. I filed willingly but reluctantly, seeing no one else stepping up to challenge for the at-large seat."
Carter said after talking with Spencer, he decided to drop out of the race. Carter, a surgeon, said he believes Spencer "is better equipped than I am, by education and experience.
"I am pleased to withdraw and offer my full support to Kenton Spencer for City Council," Carter said.
Carter has practiced orthopedic surgery in Laurinburg for 20 years.
