County seeks school compromise

The Scotland County Board of Commissioners reviewed the county’s preliminary budget during its Monday meeting, and plans to move ahead with the proposed three-cent tax increase.

This comes in advance of its joint meeting with the Scotland County Board of Education, planned for June 14 at 6 p.m.

The commissioners were hesitant to share any expectations they might have for that meeting,

In Scotland County Manager Kevin Patterson’s presentation of the budget, there were no significant changes since the board’s budget workshop two weeks ago.

According to board chairman Bob Davis, the next move for the county is to now attempt to reach a compromise with the school board before the county’s budget is finalized. The school system’s budget was criticized by the board of commissioners during the recent budget workshop, and several questions arose from those workshop meetings.

Of particular interest to the board is a proposed $75,000 fence that was budgeted by the school system for the purpose of securing the Scotland High School campus.

“The next thing sit down with the school board and discuss our budget and their budget,” said Davis.

With a general fund budget total of $36.6 million the county will attempt to restore some of the benefits it has taken from its employees over the past year.

Included in the budget is the restoration of 1/2 of the current employee furlough, which would restore 1.25-percent of employees’ pay. This does not, however, restore longevity or 401k contributions.

The new budget also increases employee health insurance deductibles from $1500 to $2000 effective January 1, 2013. The county will still, however, cover 100-percent of employee premium.

Of the current county budget $10,397,337 will go to education, followed by $4,983,523 to public safety and $3,335,834 to human services. Of the human services budget, $2,199,998 goes to the Department of Social Services.

“DSS and the health department have seen their numbers almost cut in half,” Patterson said Monday, adding that most of those cuts came at the expense of employees.

The Scotland County Education budget is broken down such that $10,075,654 goes to current school expense, while $246,683 goes to Richmond Community College with a further $75,000 dedicated to the early college program.

The details of that education budget will be discussed at length when the two boards meet later this month.

It also seems likely that the appearance of the Scotland County real estate tax card will be changing for next year, as the board agreed to have a mock-up made for a new card based on a Surry County/Cherokee County tax card hybrid.

The card, which will likely cost $7,000 additional dollars to produce, will come as a full page in an envelope and will likely include a complete budgetary breakdown, including dollars and percentages.

This was a move by the board to avoid “singling out” school system funds, which some board members felt were incorrectly labeled a “school tax” on the current county tax card.

“This also serves to give the people the information they deserve, and I think people really will look at this thing to see where their money is going,” said Commissioner John Cooley.

The county expects to have its budget finalized by June 25.

Also on the agenda was the appointment of current county tax appraiser Marty Pate to the position of tax collector, which has been vacant since March of this year.

Upon Patterson’s recommendation, Pate was approved unanimously to the post.

She was an appraiser and worked well in that department,” said Patterson of her qualifications.

“She demonstrated strong interest in learning and an ability to perform the job,” he added.

In other business, the commissioners voted to restore their stipend, which had been reduced by half last year.

QB Ratliffe receives UNC offer

LAURINBURG — Jaylend Ratliffe has received a scholarship offer from UNC. Ratliffe was named the Southeastern conference 4A offensive player of the year last season for his performance at quarterback and will be a junior this upcoming season.

Last year he threw for 1,466 yards and 15 touchdowns as the Scots went 12-2.

Scotland coach Richard Bailey said this is the second offer Ratliffe has received so far. The other is from Wofford.

“UNC offered it to him as an athlete right now to keep his options open at the collegiate level,” Bailey said. “He’s excited and he was a UNC fan growing up. He’s going to take time and figure out what’s best for him. It’s always exciting to receive an ACC offer.”

NASCAR driver in NC turns himself in on charges

SHELBY, N.C. (AP) — NASCAR driver Mike Harmon has turned himself in to authorities in North Carolina after warrants were issued for him and a business partner.

Sheriff’s deputies in Rowan County say warrants were issued for Harmon and the business partner on Monday. Authorities say the men are charged with breaking and entering and larceny after breaking and entering.

Investigators say the men allegedly stole at least seven vehicles from NASCAR’s truck racer Jennifer Jo Cobb last year. Harmon once was the team manager for Cobb’s Nationwide racing team.

The charges are a result of search warrants executed at a storage shed at a North Carolina location and at Harmon’s shop in Mooresville on May 28.

Harmon surrendered in Shelby on Monday afternoon. It was not clear if he has an attorney.

Wolfpack adds Alabama transfer Lacey to program

RALEIGH, N.C. (AP) — North Carolina State has added Alabama transfer Trevor Lacey.

Lacey will sit out this season and have two years of eligibility. In a statement from the school Tuesday, coach Mark Gottfried said Lacey “is a winner and really understands the game.”

The 6-foot-3 guard started 52 of 69 games over two seasons. Last year, he averaged 11.3 points and 3.8 rebounds while starting all 36 games. He also led the team with 62 3-pointers.

Lacey was a five-star prospect and Parade All-American when he chose the home-state Crimson Tide after being recruited by Kentucky, Kansas and Connecticut, among others. In April, Alabama coach Anthony Grant had called Lacey’s decision to leave “a family decision to pursue other opportunities.”

Gottfried was Grant’s predecessor at Alabama, coaching there from 1998-2009.

Yankees’ Youkilis needs surgery, Teixeira to DL

NEW YORK (AP) — Kevin Youkilis needs back surgery and Mark Teixeira has returned to the 15-day disabled list with an aching right wrist, the latest injury setbacks for the depleted New York Yankees.

The team made the announcements Tuesday before playing the Los Angeles Dodgers.

Youkilis will miss at least 10-12 weeks after he has surgery in California on Thursday. He had gone back on the DL last Friday.

Teixeira missed the first 53 games of the season because of a wrist injury. The switch-hitting first baseman got off to an encouraging start when he returned but has slumped to a .151 average with three home runs and 12 RBIs in 53 at-bats.

He left the team during its recent West Coast trip, went back to New York and received a cortisone shot Sunday.

LAURINBURG - Lester Leggett, 64, of 1003 Port St. was arrested Monday under a warrant for one count of assault on a female, according to a sheriff’s report. Leggett was placed under no bond.

EAST LAURINBURG - Christopher Clarke, 41, of 30 4th St. was arrested Monday under an order for arrest, according to a sheriff’s report. Clarke was placed under a $1,000 secured bond.

LAURINBURG - Tracey House of Old Maxton Road reported a breaking and entering and larceny at her home on Monday, according to a sheriff’s report. A brown and black Coach pocketbook, a brown Coach wallet, and several financial cards were reported stolen.

MARSTON - Willie McMillan, 41, of 25620 Harris Road was arrested Monday under a warrant for one count of assault on a female, according to a sheriff’s report.

LAURINBURG - Robert Chamberlain, 28, of 22524 Aberdeen Road was arrested Monday under a warrant for one count of felonious breaking and entering, one count of felonious larceny after breaking and entering, and one count of felonious conspiracy, according to a sheriff’s report. Chamberlain was placed under a $20,000 secured bond.

LAURINBURG - Amanda Lee, 29, of 7608 Hasty Road was arrested Monday under an order for arrest for one count of larceny, according to a sheriff’s report. Lee was placed under a $10,000 secured bond.

LAURINBURG - Latoya Jones of Barnes Road reported an incidence of injury to real property at her home on Monday, according to a sheriff’s report.

LAURINBURG - Jesse Smith of Allison Drive reported a breaking and entering and larceny at his home on Monday, according to a sheriff’s report. A Toshiba laptop and .38 caliber revolver were reported stolen.

LAURINBURG - Lester Leggett, 64, of 1003 Port St. was arrested Monday under a warrant for one count of assault on a female, according to a sheriff’s report. Leggett was placed under no bond.

EAST LAURINBURG - Christopher Clarke, 41, of 30 4th St. was arrested Monday under an order for arrest, according to a sheriff’s report. Clarke was placed under a $1,000 secured bond.

QB Ratliffe receives UNC offer

LAURINBURG — Jaylend Ratliffe has received a scholarship offer from UNC. Ratliffe was named the Southeastern conference 4A offensive player of the year last season for his performance at quarterback and will be a junior this upcoming season.

Last year he threw for 1,466 yards and 15 touchdowns as the Scots went 12-2.

Scotland coach Richard Bailey said this is the second offer Ratliffe has received so far. The other is from Wofford.

“UNC offered it to him as an athlete right now to keep his options open at the collegiate level,” Bailey said. “He’s excited and he was a UNC fan growing up. He’s going to take time and figure out what’s best for him. It’s always exciting to receive an ACC offer.”

NASCAR driver in NC turns himself in on charges

SHELBY, N.C. (AP) — NASCAR driver Mike Harmon has turned himself in to authorities in North Carolina after warrants were issued for him and a business partner.

Sheriff’s deputies in Rowan County say warrants were issued for Harmon and the business partner on Monday. Authorities say the men are charged with breaking and entering and larceny after breaking and entering.

Investigators say the men allegedly stole at least seven vehicles from NASCAR’s truck racer Jennifer Jo Cobb last year. Harmon once was the team manager for Cobb’s Nationwide racing team.

The charges are a result of search warrants executed at a storage shed at a North Carolina location and at Harmon’s shop in Mooresville on May 28.

Harmon surrendered in Shelby on Monday afternoon. It was not clear if he has an attorney.

Wolfpack adds Alabama transfer Lacey to program

RALEIGH, N.C. (AP) — North Carolina State has added Alabama transfer Trevor Lacey.

Lacey will sit out this season and have two years of eligibility. In a statement from the school Tuesday, coach Mark Gottfried said Lacey “is a winner and really understands the game.”

The 6-foot-3 guard started 52 of 69 games over two seasons. Last year, he averaged 11.3 points and 3.8 rebounds while starting all 36 games. He also led the team with 62 3-pointers.

Lacey was a five-star prospect and Parade All-American when he chose the home-state Crimson Tide after being recruited by Kentucky, Kansas and Connecticut, among others. In April, Alabama coach Anthony Grant had called Lacey’s decision to leave “a family decision to pursue other opportunities.”

Gottfried was Grant’s predecessor at Alabama, coaching there from 1998-2009.

Yankees’ Youkilis needs surgery, Teixeira to DL

NEW YORK (AP) — Kevin Youkilis needs back surgery and Mark Teixeira has returned to the 15-day disabled list with an aching right wrist, the latest injury setbacks for the depleted New York Yankees.

The team made the announcements Tuesday before playing the Los Angeles Dodgers.

Youkilis will miss at least 10-12 weeks after he has surgery in California on Thursday. He had gone back on the DL last Friday.

Teixeira missed the first 53 games of the season because of a wrist injury. The switch-hitting first baseman got off to an encouraging start when he returned but has slumped to a .151 average with three home runs and 12 RBIs in 53 at-bats.

He left the team during its recent West Coast trip, went back to New York and received a cortisone shot Sunday.
